Predicting unpredictability: A new approach to EU policymaking’, Fabian Zuleeg and Marta Pilati argue that today, as the global environment becomes more complex and rapidly changing, the EU needs more flexible policymaking so that it can effectively respond and adapt to unexpected events. A change of mind-set is required to move away from the existing framework, which is too rigid and often ineffective.
