This EPC Update and Post-summit Briefing will analyse the results and discussions of the 17-18 October European Council meeting, with Ukraine, competitiveness, migration, and the situation in the Middle East all topics on the summit agenda. But will the heads of state and government be able to jointly deliver the manifold challenges related to EUrope’s Zeitenwende?
 
Will EU leaders go beyond reiterating their “continued support” for Ukraine by committing to strengthening their backing of Kyiv, considering Russia’s recent military successes? Will the EU27 endorse the recent Draghi report and be able to agree on concrete steps and actions to strengthen EUrope’s competitiveness? As the public debates on migration intensify and amid pressure from numerous EU governments to discuss this issue, will EU leaders take any concrete decisions, and if so, will these be compatible with the New Pact? Finally, will the heads of state and government present a united front in reaction to the escalating situation in the Middle East, or will the major differences among them once again prevent the EU27 from agreeing on a joint response?
